GTA Vice City Starman MOD is a fan-made total conversion that takes the classic 2002 open-world crime sandbox and flips it into something completely different—a superhero experience built around the idea of a mysterious cosmic guardian watching over Vice City. The mod replaces the usual criminal empire building with a powers-and-chaos playground, and if you’ve ever wished you could fly around Vice City without a cheat code, this is basically that wish granted and then some. You still have the whole map, the cars, the pedestrians, and the 80s vibe, but now you’re playing as a Starman-like figure with abilities ripped straight out of comic books and sci-fi.

The gameplay loop is built around mission chains, power upgrades, and free-roam destruction. Early on, you’re weak—you can jump high, run fast, and take a bit more punishment than a normal pedestrian, but you’re not invincible. As you complete missions, you unlock better abilities: energy blasts, flight, super strength, shockwave slams, and eventually time manipulation. Some versions of the mod also add a morality system where saving civilians builds your reputation and killing them sends you down a darker path, which changes which missions and endings you get.

What makes it fun is how it interacts with the original game’s systems. You can pick up cars and throw them. You can fly to the top of the tallest building and dive-bomb into a crowd. The police still chase you, but now they’re hopelessly outmatched, which is either hilarious or boring depending on your mood. The mod also adds custom skins, new HUD elements, and sometimes a whole new story about an alien threat descending on Vice City.

It’s not polished. It’s a fan project, so expect bugs, janky animations, and the occasional crash. But if you grew up with Vice City and you’ve ever wanted to replay it as a superhero instead of a mobster, this mod delivers exactly that fantasy with a surprising amount of depth.
